Hopefully, the 4x series will have more predictable power profiles than the 3x series.
Even with 1200w PSUs we've been unable to reliably use dual 350W cards from the 3x series without shutdowns. You see other people with single cards reporting the same issue even though they have the recommended 750W PSU. As far as I can tell the 3x cards seem to have transient power usage spikes that are much higher than their nominal specs, so hopefully that's been fixed.
Of course, almost all these cards take up 3 slots now so dual GPUs is becoming increasingly niche.

40x0 series cards (higher tiers) are allegedly only triple and quad slot.
I have old workstarion with i9 9900K, 128GB RAM, GTX 1080, m2 drive and dual wd red 4gb (raid 1) with 650W psu, and there is enough room for few GTX class cards
Sadly intel and nVidia are lacking tiles design as AMD has on their Ryzens, TR, epyc and upcoming Radeons, so they have to go on brute power to compete... Too bad most of software we use are only CUDA optimised...
