Tens of millions is pretty small for most current terrestrially scanned topo models, e.g. a couple of minutes of scanning on a fast scanner. Hundreds of millions would be more typical and billions would be common. Ideally DTM points are picked automatically where there are grade changes supplemented with a regular grid such that the DTM represents the surface well with the minimum number of triangles.
