Do you mean the Veesus Arena 4D plugin for Rhino ?
They are quite different, the Veesus plugin allows Rhino to handle huge pointclouds and can perform clipping , slicing etc but not meshing.
It also has a pointcloud renderer, something that older versions of Rhino didn't have.
Rhino 7 will render pointclouds without any plugins.
The cockroach plugin works with native Rhino pointclouds and seems to be mainly for cutting up pointclouds and Meshing (Poisson and Ball Pivoting)
I have tried it on some of my old TLS pointclouds and it is very fast compared to the standard Rhino pointcloud tools.
