PC upgrade time and I run Scene, Recap and AutoCAD. Within my budget I have nailed down the following two builds:
I need it for Scene processing times mainly.
PC A
Intel Core i9 14 Core i9-10940X (3.3GHz) 19.25MB Cache
ASUS Prime X299-A II
128GB Corsair Vengeanxce 3200MHZ
8GB NVIDIA GEFORCE RTX 3060 Ti
OR
PC B
AMD Ryzen 9 5950X 16 Core CPU (3.4GHz-4.9GHz/72MB CACHE/AM4)
ASUS® ROG STRIX X570-F
128GB Corsair VENGEANCE DDR4 3000MHz
6GB ASUS DUAL GEFORCE RTX 2060

Comparison sites show that in general, the 5950x CPU is quite a lot better than the i9-10940X, e.g. here and here. That said, the rest of the components in the Intel system are better. I see PC B is listed as just 28GB RAM which would disqualify it outright, but I'm guessing that's a typo and you meant 128GB. The Intel build has a better GPU and may well be better for many point cloud processing softwares optimized for Intel or making use of the GPU. For those of us with a very CPU heavy workload that like lots of threads, the Ryzen 3950x build wins all day every day. Basically, which works better comes down to which software you're running. Your spec also doesn't include storage, e.g. which SSDs and how big, which plays a large part in performance.

In general, all autodesk software works better with high mono-core powers, which are given by intel, so it makes no sense to use AMD cores.
I recommend seeing the puget susytems page and the other comparative one.
If your task is modeling, always intel, since that's why you use a quadro
If you have to render, simulate, AMD ryzen here if you benefit from having many more cores.
The perfect solution does not exist, the ideal is a team for one thing the other for another.
DO NOT underestimate the use of computing clouds // AWS and similar in which equipment is rented by project
In the forum if you look there are reports of malfunctions with AMD since no one was optimizing their software for those processors.

Thank you for the reply! Yes it was a typo. Thanks for the reply, I just need Scene to be as efficient/fast at processing scans. At the moment on my 6 year old AMD 8core 4GHz 32GB RAM PC can take an hour top just to import and save 50 scans, which I've managed into my workflow OK but I want something much quicker if it's available and best bang for my buck.

Thanks for posting this original question, I had the same question I had no idea that modelling was better on one vs the other. I need to find one with a decent mix also scene performance and Recap/Autocad/Revit etc.
What is the differerence in RTX vs non RTX? Is that strickly rendering based performance like real time or actually for making renders and producing faster output in render times?
