Cores / Threads
Can anyone tell me what the maximum number of CPU cores / threads that both Reg360 and Cyclone core will use?

There is no limit. BUUUUUT much of the processes it uses are still single core. At least half of them are still single core. I run an AMD 2990WX and I would not bother going for more cores. I think 16x cores and fast as possible is the sweet spot.

When exporting from Reg360 I'm sure it says how many cores its using (i'll check when I next export) and its always been the maximum I have - therefore specifically for exporting I presume it uses all that are available, whatever that number is?

Publishing an lgs in Cyclone core is maxing out our 16 core 3950X...time for an upgrade I think.

past a 3960x threadripper youre not going to get much more bang for your buck.
3960x $2000 24x cores
3970x $2600 32x cores
3990x $5400 64x cores
Go 3960x spend the difference on RAM.
Keep in mind this is for Reg360. There are some other software out there that will use ALL cores almost all the time. That said they are rare.

Intel Core i9-10900K, 10C/20T, £463 = £46 per core
3950x, 16C/32T, £554 = £35 per core
5950x, 16C/32T, £595 = £37 per core
3960x, 24C/48T, £1037 = £43 per core
3970x, 32C/64T, £1442 = £45 per core
3990x, 64C/128T, £2996 = £46 per core
Basically, if you're not maxing out on multi-threading all the time and can live with a max 128GB RAM, 5950x gives you best bang for your buck and has superb single threaded performance. 3960x with a motherboard that can take lots of RAM is best option if you reckon you'll be upgrading going forward and 3990x with lots of RAM if you've got deep pockets. I'm currently on a 1950x so will probably jump to 3970x on my next build to double the core count and significantly improve single threaded performance.
Can't see any advantages for Intel at this point, given the 5950x has slightly better single threaded performance as well as more cores.
