Many LiDAR processing programs have apps to make videos in your point cloud. FARO app store sells the video pro app that works inside SCENE and SCENE LT. The LT version of SCENE is free. To make that video you linked only takes a start viewpoint and end viewpoint that you chose, then you set the viewing time you want for the video, from the beginning viewpoint to the end viewpoint. There are more settings you can use regarding quality etc. Once you begin the program processes the frames that make up the motion. The program computes every image in between the start and end viewpoints automatically. Its normal to have between 24 to 30 images made per viewing second. More complex videos are made with more than 2 viewpoints.
I believe that CloudCompare, a free program can also create videos as can many other pointcloud programs.
