Mobile Mapping Route planner

Hello all,

I'm currently planning a project in a major US city. We will cover roughly 45 miles of city streets, including one-way roads and alleyways. We would like to drive each street twice, in opposite directions (except one-ways obviously). Does anyone know of any online or software tools for planning the best route? How have you done it in the past? I have a route planned out, I just know it isn't the most efficient.
