You can get a decimated point cloud, but not the same thing. You are removing points by adjusting rows and columns as opposed to keeping a minimum point spacing when choosing the space variable.
Imagine the scanner being far away from a surface. The point spacing is already large and you would want to keep those points. If you remove them from rows and columns, the scan becomes even less dense. If you adjust the point density to 2mm, then the points closest to the scanner get decimated and the points farther away are kept in place.
