Montecito mud flow damage: How? Point cloud from YouTube video?

I live in Santa Barbara CA next to the deviation in Montecito CA from the mudslides after the largest fire in CA history burned the mountains above Montecito.

There is a very HD aerial video of the damage that I would like to use to make pointclouds from to better document the damage for the property owners.

I would edit the long video down to a seperate video for each property then make the pointclouds, if that's possible.

What program would be best for this purpose.

Pix4D has an option to extract every nth frame out of a video.
I think you can even use the free demo version to extract the frames and use them elsewhere..

As an alternative there are some solution on the web like this one using VLC:
