I've had absolutely no issues with family owned companies (Riegl and Z+F that is) who already allowed to export the desired data right away. On top of that you'll get very deep answers if you have some very detailed questions. It took a while to convince Leica, yet the functionality to receive original intensities is not available to the public.

Data volume is not the issue since it's just one more value - based on which you can calculate all other derivates that you may need. And again, Riegl and Z+F offer these values for quite a while.
