Drift Minimization Workflow

Drift minimization workflow question...assuming the following:

1) You do not have a way to tie into project control (no surveyors available)

2) There is no 'loop' to close because you aren't scanning a building.

If your goal is a topographical contour map of an open 'graded' site...say a 40 acre plot of land...how would you go about it? Cloud to cloud will obviously have a hard time as there isn't much beyond trees and dirt to work with. By placing spheres, the registration will be more accurate, but I have seen issues of drift occur at the farther reaches of the site (2000+ feet end to end). As an accurate assessment of the elevation of the site is the goal of the study, how would you go about this to reduce the possibility of registration drift at these distances?
