$480 for a filter plugin seems too much for me as well, but I would prefer the other way around, modelling software handling 1.5mm homogenized pointclouds from Scene.
I like the way Scene renders dense pointclouds which makes it much more legible when exploring details, moving close to walls etc. than pointclouds unified to 5 or 10 mm.

I'm working on a simple SCENE plugin that will basically allow you to create a quick topographic map, then export directly to AutoCAD/Civil3D (at the correct elevations). It also exports out a spatially sampled point cloud, based on the spacing you want (without any of the hacking), which looks like it might do pretty much what you outlined here.
Does anything think this might be useful? Let me know and I can send you a prototype.

interesting idea, do you need to clean the pointcloud first or does it include ground point filter?

you can also check mesh export from pointcab software for FARO laserscanner data.
Look to the manual..

You can save it as dwg or dxf. Didn`t know, if you can import this to Revit.

YES! This would be very useful to me. Right now I am working with a customer and we are scanning retention ponds to compare them to the proposed grading plans and calculating volumes and areas using Civil3D. I had a demo from some guys using 'Clearedge 3D buildings' recently. while I am still not convinced about wall extraction, the topo surface extraction was one of the best things I have seen. It's not advertised as one of the main features but it should be, or maybe it should be a standalone module. The math is quite straight forward really I guess, take the lowest points in a grid across the data set and mesh them, simple
