In Cyclone CORE I find it easiest to align myself to the affected scan Position and use the fence tool to delete any unwanted "sky" points. However, more to the point is why this has happened in the first place - it could (as the Z&F team member stated) be dirt on your lens at the time of collection.
Having not seen this issue before with RTC360 data, I am not sure what to advise, aside from "please contact your local support".

Take into account the moisture in the air aswell.
We get that bubble noise often, usually dirt and water on the lense, always raining or about to rain here in Denmark.
A fix we do in office is rerun the filters but run mixed pixel advanced and select to 3 and tick the quality boost, usually removes all that out.
